This framework emerged in the context of Canadian immersion programmes, in which it was observed that Anglophone learners "perform as well as native French-speaking students on tests of reading and listening comprehension in French" (^[49]Genesee, 1991:186), but "they seldom achieve the same high levels of competence in speaking and writing as they achieve in comprehension" (Genesee, 1991:186 ). Therefore, it was assumed that bilingual education impacted the acquisition of receptive skills more than productive com petences.
